Cromwell in G Cloud - resource management - cap on In-use IP addresses


In google cloud when starting a wdl / cromwell pipeline each of my VMs gets allocated an external ip address. This resource is capped by default to 2300 in us-central1 ("Compute Engine API In-use IP addresses" under IAM / Quotas), which limits the number of concurrent jobs to that number. Is the external ip address necessary? I am checking before requesting to increase the cap on that resource.
