[WDL] Disabling preemptible.

I would like to disable preemptible under runtime in the WDL script.

I have set up a WDL pipeline to process my FASTQ all the way through to HaplotypeCaller. Typically, I have preemptible set to 3 tries, but for HaplotypeCaller, I find this to be problematic. I would like to not allow preemptible. I could not find anything in the forums or documentation that explicitly spells out how to do this. I tried preemptible: false, but that ended up erroring out the gcloud genomics pipeline.

Would simply leaving out preemptible in the runtime section default to a non-preemptible runtime?

    That should do it.
