Lockout errors appearing when calling tasks and uploading metadata

Hello,

I am writing to report that I have experienced periods this morning and later afternoon where I have attempted to run a workflow in Firecloud but when I press launch, I get a long loading message, and then the task fails to launch with a "wait lockout time exceeded" error, regardless of the size of the sample set I am attempting to run on. This goes away after waiting for some time. However, I have consistently gotten this error all day when attempting to upload metadata. This is the first time I have experienced this issue. Is there a way to avoid running into this error? Thank you.

    Apologies for the delay in response, we've had a bit of catching up to do on our end. Are you still blocked by this issue? I'm going back through our logs now to see if we had downtime or high load on the 6th that may have caused the error you saw.
