I've added users a few weeks back and it was working. Now I get a "Not Found" error.
The user is in my Google setup. Do I need to do something elsewhere?
The dev team mentioned that FireCloud does not support invites by adding email address in billing projects at this time.
Thus, in order to add a user to the billing project they must first be registered in FireCloud.
The user must have registered in FireCloud with their email address sometime today which allowed you to add them to the Billing Project. Does this answer your question?
Perhaps there is a typo in the name, can you confirm that the user email you are entering is correct.

I confirmed the email and retried several times. We recently started running the Google directory sync to sync up AD. I wonder if this had anything to do with this but I would love to add new users... It seems to happen with anyone I try to add.
This was failing last week but I tried again this morning and it went through... I'm not sure what the root cause was but it's no longer an issue it seems.
