According to the team, this is an underlying problem with how FireCloud fetches the metadata for the submitted workflow. If the metadata is too large, it won't get returned in a reasonable time and may end up getting timed-out. They are trying to find a workaround. For now you can access files associated with the submitted job by going through the workflow-id folder stored in the workflow bucket.

The launched workflow you mentioned above did fail and telling by the workflow log (/fc-5b54b841-baea-4024-a825-7128327b2e8d/951b4432-def9-4e70-bdf6-b46473d1d7c1/workflow.logs) the failed task is Macs2. The error message from Mac2 stderr (gs:///fc-5b54b841-baea-4024-a825-7128327b2e8d/951b4432-def9-4e70-bdf6-b46473d1d7c1/ATACSeq/c30a0bb5-2740-4d79-8f3a-f7da761ad8fe/call-Macs2/) is the following:
/cromwell_root/script: line 27: unexpected EOF while looking for matching `"'
/cromwell_root/script: line 41: syntax error: unexpected end of file
